I'm just done with Chemistry SPA and I checked, there's only one justification of step. (Which is NaOH(aq) must be added after ammonium ethanoate is identified. If not, both would give NH3 gas on addition of NaOH (aq) , making identification difficult unless further tests are carried out.)

I added "Neutral FeCl3 can only be added after ethanoic acid is identified usihng Na2Co3 (s) yada yada.".
Theoretically, neutral FeCl3 solution reacts with ethanoate ions. Both ethanoic acid and ammonium ethanoate have ethanoate ions. If ammonium ethanoate gives a positive test result with neutral FeCl3 solution, why is it that ethanoic acid doesn't?
Ionizing power of H+ perhaps? Or maybe it's the neutrality of FeCl3? However, I checked Wikipedia plus many many other sites and they all arrived at the same conclusion. Everyone of them shows FeCl3 solution will give a positive result with ethanoic acid. O.O
